Course Description
Contract Fundamentals (CON 091) is a resident Defense Acquisition Workforce Improvement Act (DAWIA) Level I contracting course for newly hired GS-1102 contracting personnel, active military personnel, and those who seek certification in the contracting field.  This course is 13 days in length and provides foundational knowledge of the Federal Acquisition Regulation (FAR) System.  The course focuses on understanding contract formation and management principles, as well as regulatory fundamentals and application.  It provides fundamental knowledge and practical application that can be applied immediately in the workplace across the broad spectrum of Department of Defense (DoD) and Civilian contracting organizations.

Course Concept
The first module of the course will be focused on familiarizing the student with using the FAR; Defense Federal Acquisition Regulation Supplement (DFARS); DFARS Procedures, Guidance, and Information (PGI); and DoD Class Deviations, and developing critical skills necessary to locate, interpret, and apply rules.  Subsequent modules will focus the fundamentals of contract formation and management principles, to include the practical application of the FAR/DFARS/DFARS PGI/DoD class deviations to real-world scenarios.

Terminal Learning Objective (Module1)
Determine the applicability of policies and procedures in the FAR, DFARS, DFARS PGI, and DoD Class Deviations (CDs).

  • Identify basic background information pertaining to the FAR, DFARS, and DFARS PGI.
  • Recognize the organization and arrangement of the FAR, DFARS, and DFARS PGI.
  • Given a DoD acquisition scenario, apply information contained in the FAR/DFARS/DFARS PGI/CDs.
  • Recall the general policy for authorizing deviation from the FAR and DFARS.
  • Apply the conventions for interpreting the FAR.

  • Recall the criteria for funds to be legally available for used for a DoD contract.
  • Apply the terms and conditions that would be included in a solicitation or contract.
  • Determine the applicability of a given solicitation provision or contract clause.

Differentiate between the types of contracts and apply the policies and procedures for use in DoD acquisitions.

Given a DoD acquisition scenario, determine the applicability of the policies and procedures for small business subcontracting.

  • Compare the words and terms used to describe a pricing arrangement and the words and terms used to describe a delivery/quantity arrangement.
  • Indicate the policies for selecting a contract type.
  • Recognize the properties of various cost and pricing arrangements.
  • Given a DoD acquisition scenario, choose which contract types may be used.
  • Apply the rules for small business set-asides.
  • Determine the applicability of a given solicitation provision or contract clause.

Given a DoD acquisition scenario, execute the process for addressing a contract performance issue.

  • Apply the policies and procedures for contract modifications.
  • Demonstrate the policies and procedures for issuing a change order.
  • Produce the proper contractual documents for issuance of a modification.
  • Demonstrate the policies and procedures for the use of options.
  • Apply the policies and procedures for terminating DoD contracts.
  • Produce the proper contractual documents for terminating a DoD contract.
  • Apply the contract closeout policies and procedures.
  • Choose which contract closeout actions may apply.
  • Present the appropriate actions to be taken to address a chosen performance issue.
